There is very seldom a reason to choose the Base Magnemite over this version. It can do 10 more damage than the original at the same cost, doesn't blow itself up, and Paralyzes the defender 100% of the time [assuming Magnemite nor the defender evolves or switches], plus it adds a resistance to Grass, which is far better than the original.
